Canadian provincial and federal transportation infrastructure projects have seen a shift into a public private partnership (P3) forum. P3 agreements are now the preferred method of undertaking major transportation projects in Canada because they have been proven to provide:

- improved project delivery
- better project discipline
- faster procurement,
- and a high standard of performance.
The bidding teams (consortiums) consist of three elements – financing, design and construction, operations, and maintenance and rehabilitation.
